Consultation: EU Green Paper on a Common Strategic Framework for future EU Research and Innovation Funding

The European Commission has launched a consultation on improvements to future EU research and Innovation Funding. The proposed "Common Strategic Framework", set out in a Green Paper, covers the current Framework Programme for Research (FP7), the Competitiveness and Innovation Framework Programme (CIP) and the European Institute of Innovation and Technology (EIT).

The Commission said it was targeting a coherent set of instruments, along the whole "innovation chain" starting from basic research, culminating in bringing innovative products and services to market, and also supporting non-technological innovation, for example in design and marketing. The Commission's Green Paper also provides the basis for simplification of procedures and rules.

The Commission is seeking the views of all interested individuals and organisations on these proposed changes and on the specific questions set out in the Green Paper. The deadline for contributions is Friday 20 May 2011. In parallel, a competition for the name of the Common Strategic Framework is being organised.

Building on its recent response to the Innovation Union Communication, and following forthcoming discussions at its Council meeting in April 2011 in Aarhus, Denmark, EUA will offer its views to the European Commission on the future orientations and funding instruments that are required for Europe’s universities to play a full part in FP8 and achieving the European Research Area and “Innovation Union”.
