EUA Board welcomes outcomes of Ministerial Conference and challenges members to take Bologna Process forward

At its meeting on 12 June 2018, the Board of the European University Association welcomed the new political momentum of the Bologna Process resulting from the Ministerial Conference in Paris (23-25 May) and the adoption of the Paris Communiqué. The Board now urges European rectors’ conferences and universities to use this new-found impetus to take the Process forward both at national and institutional level.

The Paris Communiqué refers to a whole set of vital and highly relevant priorities for higher education, including university values, innovation in learning and teaching, the social dimension and sustainable development. This time, however, they are addressed in a more assertive and detailed fashion. For example, regarding implementation, a mechanism will support individual countries in improving in the three key-commitment areas: recognition, quality assurance, and the three-cycle system.

A long section of the Communiqué is on learning and teaching, including the impact of digitalisation. The Bologna Process acknowledges the role and responsibility of institutions in innovation and transformation. However, it is still to be seen how the Bologna Process itself can provide added value to this. Success may depend on its ability to tap knowledge and experience created by networks of institutions and associations all over Europe. For the first time, the Sustainable Development Goals are mentioned in the Communiqué, also in view of the exchanges between the European Higher Education Area (EHEA) and other parts of the world.

University leaders from Europe, Canada and the US discuss the civic role of universities in a challenging context

On 1-4 July about 30 university presidents from Canada, Europe and the United States convened at the European University Institute in Fiesole, Florence, for the 15th Transatlantic Dialogue. This event addressed the timely theme “Higher education and its communities: openness, democracy and engagement”.

EUA publishes Roadmap on Research Assessment

EUA has published a Roadmap on Research Assessment in the Transition to Open Science. The main objective is to raise awareness and support the EUA membership with the development of research assessment approaches that focus on research quality, potential and future impact, and that take into account Open Science practices.

Regional Innovation Impact: EUA responds to Joint Research Centre report on assessment framework for universities

EUA welcomes the European Commission Joint Research Centre’s report on “A Regional Innovation Impact: Assessment Framework for universities”. The report provides initial input to the discussion on EU-level regional innovation performance-based funding of universities and a related assessment framework. It outlines an assessment system for universities in which performance indicators are supported by narratives providing qualitative evidence of their contribution to regional innovation ecosystems.

University associations jointly propose amendments to the Horizon Europe proposal

EUA and 12 other university associations presented a series of amendments to the draft proposal of the European Commission, published on 7 June 2018, establishing the Ninth Framework Programme - Horizon Europe. In addition to the amendments submitted jointly, EUA has put forward further propositions, with a view to improving the EU research funding programme, make it simpler and enhance its efficiency.

Governance, funding and mergers top the agenda of three USTREAM national policy dialogues

The USTREAM project has successfully completed a series of three national policy dialogue events, organised jointly with local partners in May-June 2018. Each event was tailored to the specific needs of and the current developments in the higher education sector in three host countries – Latvia, Austria and Lithuania. The events brought together major stakeholders involved in the debate on the key higher education policy issues.
