Report of the General Rapporteur
The seminar was organised by EUA, the Austrian Ministry of Education, Science and Culture as well as the German Federal Ministry of Education and Research. A large number of participants from all over Europe and the USA (more than 300 in total) was a clear sign of the importance of the topic for both governments and universities. The main objective of the seminar was to discuss various aspects of doctoral programmes as the third cycle in the Bologna process, to reach a set of conclusions, identify key challenges and make recommendations for action to be undertaken in the period 2005-2007. Participants took part in five working groups, which prepared conclusions presented in the plenary. It was agreed that the third cycle differs from the first and second cycles and needs more flexibility in structure and organisation. Diversity in doctoral programmes was considered a strength that needs to be protected if based on quality assessment.
