Human Resource Policies in Universities

27-28 February 2004, Dublin, Ireland

This second EUA workshop, based on cases of very diverse European universities and input of experienced university management experts, addressed the impact of on-going organisational changes on the human resource management of the university community. The two-day workshop brought together 95 participants from 25 countries across Europe . A great number of positions and titles, reflecting the different organisational approaches found in European universities regarding their Human Resource Management, were represented at the workshop. Positions included: Vice-Chancellor, Vice Rector, Head of Administration, Dean of Faculty, Head of Personnel, Director of Human Resources, General Manager, Secretary General, Director of Business School, Registrar, Director of Organisation, and Director of Learning.

The workshop was built around several cases illustrating different aspects of academic and staff management, policies and

  • Managing change in collegial environments
  • Developing a culture of performance, accountability, and motivation
  • Balancing centralised and decentralised management
  • Effective project management as a tool for change in academic structures
  • Setting goals and sustaining achievements

The Human Resource workshops ran in collaboration with the European Foundation for Management Development ( efmd ) and its European Quality Improvement System ( EQUIS ). They brought together for the first time two major European associations representing higher education institutions and capitalised on their respective longstanding experience in institutional development and management: EUA with the Institutional Evaluation Programme and efmd with EQUIS, the quality improvement and accreditation system for international business schools.
