General Assembly meeting: rules of procedure

Verification of Credentials

A Credentials Committee appointed by the Board of EUA will meet in order to examine the credentials of participants and to draw up and publish a list of qualified voters at the registration desk of the convention.

Qualified Voters

  • Entitled to vote are full members of EUA whose subscriptions have been paid for 2006.

  • Individual members shall be represented by the head of the institution and collective members by the chairperson of the Rectors’ Conference, or their duly designated substitutes.

  • Substitutes should have credentials signed by the head of their institution/chairperson of the Conference and belong to the university or conference that they represent.

  • Substitutes submitting credentials must ensure that these credentials are received by the EUA Secretariat (by fax, by post or scanned documents submitted by email). You can download a proxy form here, or when you register online to the convention. Registering is absolutely necessary if you wish to attend the General Assembly and/or the convention. The EUA Secretariat shall confirm receipt of all credentials received.

  • The right to vote is restricted to one person per university or Rectors' Conference.

General Voting Procedures

  • Ballots will be conducted by show of hands unless otherwise provided for in these Rules of Procedure or if there is a request for a secret ballot.

  • At least 24 hours before the ballot, the President of the Assembly shall appoint two members attending the General Assembly (with such assistants as may be necessary) as returning officers.

  • The returning officers shall conduct the ballot and be responsible for it. In case of a secret ballot they shall give a voting paper to each qualified voter who requests one and they shall mark off his/her name on the list of qualified voters as having received his/her voting paper. The opening of the ballot-box and the counting of the votes at the close of the ballot is entrusted to the two returning officers who shall make a signed return of the result of the poll to the President of the Assembly.
